ABSTRACT
This study aims to describe and analyze how the Go Digital application is used to carry out population administration service policies and the factors that help and hurt population administration services through the Go Digital application at the Probolinggo District Population and Civil Registry Service. This study takes a qualitative, descriptive approach to collect data. The theory used is the theory of Edward III, which focuses on four things that affect how public policy is put into action: communication, resources, personality, and the structure of the bureaucracy. Interviews, observations, Focus Group Discussions (FGD), and documentation studies are all ways to collect data. Miles and Huberman created an interactive model that is used for data analysis. The study's results show that population administration services through the go digital app have made the population and civil registration services in the Probolinggo district run better, especially in handling electronic KTPs. This research focuses on four indicators: communication, disposition, and bureaucratic structure. Communication, disposition, and bureaucratic structure have been done well enough by implementers that they have become a driving factor in the implementation of population administration services through the digital go application. In contrast, a lack of resources has become an impeding factor.

Wannan takarda ta yi nazarin bunƙasar harshen Hausa da aka samu dalilin samuwar rukunin masu ayyukan ta’addanci a yankin jihar Zamfara. Takardar ta yi ƙoƙarin fito da sababbin kalmomi da sassan jimloli da suke da alaƙa da abincin ‘yan gudun hijira da kuma wasu kalmomi da suka shafi rayuwarsu ta zaman gudun hijira. Daga cikin dabarun da aka yi amfani da su wajwen gudanar da binciken akwai: zantawa da ‘yan gudun hijira da ke zaune a sansani daban-daban na Anka da kewaye. ABSTRACT
The purpose of this study was to determine the implementation of goods and services procurement policies based on the SOP for the Management of Procurement of Goods and Services in Probolinggo Regency and to determine the driving factors and obstacles to the implementation of goods and services procurement policies in Probolinggo Regency. The location of this research is in the Procurement of Goods and Services Section of the Regional Secretariat of Probolinggo Regency, which is in the Office Complex of the Probolinggo Regent, Jalan Panglima Sudirman number 134 kraksaan. The research method used in this research is descriptive and verification method. The results of the study show that the implementation of the Policy on the procurement of goods and services in Probolinggo Regency has been carried out. However, in practice, it has not been considered optimal, and there are many discrepancies where transparency and fair competition still need to be adequately implemented. Some of the driving factors and obstacles to the implementation of goods and services policies include being influenced by policy standards and targets/measures and policy objectives, resources, characteristics of implementing organizations, attitudes of implementers, communication between related organizations and implementation activities, and the social, economic and social environment. The purpose of this study was to analyze and describe the results of the evaluation of the policy of providing additional employee income and the supporting and inhibiting factors in the implementation of the policy of providing additional employee income to improve the performance of civil servants at the Personnel Agency and Human Resources Development in Malang City. The Malang City Personnel and Human Resources Development Agency (BKPSDM) is one of the Regional Apparatus Organizations (OPD) in the Malang City Government. This study uses descriptive qualitative research methods and is located at the Malang City Personnel and Human Resources Development Agency. The results showed that the policy of granting TPP to improve the performance of BKPSDM Malang City employees based on Malang Mayor Regulation Number 2 of 2021 had been implemented effectively, and the increase in employee performance in general as assessed by the value of work discipline and the value of work productivity had achieved the expected results. Besides that, it has been found that the supporting factors in implementing the policy of granting TPP to improve the performance of BKPSDM Malang City employees are the support and commitment of the leadership, the availability of budget, adequate facilities, and infrastructure. At the same time, the inhibiting factor is a lack of employee commitment to maintaining discipline at work—adequate facilities and infrastructure. ABSTRACT
This article investigates how Indonesian law, namely the Marriage Law and the Civil Code, addresses children born outside of marriage and their legal consequences. The adopted strategy employs two distinct techniques, the statute, and comparative law approaches, and is a standard legal research technique. The results indicate that the Civil Code and the Marriage Law have distinct regulatory needs (KUHP). Under the Marriage Law, a child born outside of marriage is only considered to have civil ties with the mother and her family. As the heir of the biological father, the child has no rights. In contrast, the Criminal Code addresses the status of children born outside of marriage.

This article aims to examine and analyze the regulation of wildlife protection in Indonesia and South Korea. In this writing, using the Normative Juridical method. Meanwhile, the approach used is the per-statute approach and the comparative approach. The results show that several arrangements regarding the protection of wild animals in Indonesia and South Korea have similarities which have been regulated in-laws and the Criminal Code (KUHP). However, in South Korea, the protection of wild animals (animals) is only regulated by a law known as the Animal Protection Act, but not regulated in the Criminal Code or what is known as the Criminal Code.

Moral is an individual act that relates to oneself and other people, morality will be always attached to the characters in a novel. Moral is an act that forms the background of the story and characters, linking together the truth of the two elements of individual morality and the social role of the state of society. That morality is the character’s reflection in facing situations and conflicts within him and society. This research aims to identify the moral principles contained in Pramoedya Ananta Toer's novel Arus Balik. The novel is a historical fiction with the theme of the transition of power in Majapahit before the arrival of the colonialists in Indonesia. This study aims to identify the moral principles of the characters in facing a change. This novel was chosen because it tells the story of the changes in social life that exist in the background of Indonesian society due to globalization and colonialism. Arus Balik is always passively studied and to highlight this, moral studies were conducted. The findings explain that in the moral principles used by the character started from the general then during its development was met with another character and the situation eventually developed into a particular morality. The moral principles highlighted are the idea of agent relativity and epistemic filter, that is, moral action on the basis of the public interest, through the motivation of independence for the independence of the homeland, and the individual moral principle of the act of love for the loved ones.

This article examines the legal consequences of annulment of marriage from positive law and religious law in Indonesia. The method used is normative legal research using statutory, comparative, and case approaches. The results show that marriage annulment creates legal consequences for children, assets, and third parties. Regarding the legal consequences for children, it has been regulated in Article 28 paragraph (2) of the Marriage Law and Article 75 (b) KHI for the benefit or benefit of the child where in an annulment of a marriage, the law does not retroactively apply to children. As for the division of assets, in this case, the original/innate assets of the parties must be returned to the original/original owner. Furthermore, for third parties who have a good faith, the legal consequences of the annulment of marriage do not apply retroactively, so civil acts committed by the husband/wife before the annulment of the marriage remain valid. They must be resolved by the husband/wife so that the third party is not harmed. 2. There are several differences regarding the causes of marriage annulment, one of which is contained in article 71 KHI, namely being able to practice polygamy without permission from the Religious Court. Marriage law regulations in Indonesia prohibit polygamy without the permission of the Religious Courts because the principle of marriage in Indonesia adheres to the principle of monogamy. The Religious Courts will only grant polygamy permission to someone if they meet the requirements to practice it. ABSTRACT
This paper compares errors in the use of the simple past between some selected private and public colleges of education in Kano state. The study's goals are to identify kinds of errors made by students, investigate the most common types errors identified in their writing, and determine the relevance of differences in errors made by students of English from four colleges of education. The sample size of 80 students for the study was determined using a random sampling technique, with the population consisting of NCE one students of English from four colleges of education. Students were given a test as an instrument. The study used the error types of Dulay et al., (1982) and error analysis of Ellis (2003), The t-test statistical method of analysis was used as well as simple percentage. The result reveals the error classification of addition, omission, misinformation and misordering from the writings of NCE one students of English from the four colleges of education. It also reveals the misinformation error type was committed with the highest frequency by NCE one students from public and private colleges of education. Lastly, it reveals the mean performance of public students which is 6.5 with SD 3.3 is low/less than the mean of private students which is 7.6 with SD 3.7, and it shows that the private colleges committed more errors in the use of simple than that of public colleges of education. It was recommended constant training of students on grammar, more especially the use of good tenses is needed, textbooks on grammar should be purchased by students for practice, further research on tense error should be encouraged and comparative study should be carried out to ensure proper teaching and learning.
